on re-tracking the effectiveness of the order of the Ministry of Internal Affairs of Ukraine of December 08, 2017 No. 1005 “On approval of the procedure for the formation of tariffs for paid services provided by health institutions of the Ministry of Internal Affairs”

Order of the Ministry of Internal Affairs of Ukraine dated December 08, 2017 No. 1005 “On Approval of the Procedure for the Formation of Tariffs for Paid Services Provided by Health Institutions of the Ministry of Internal Affairs of the Ministry of Internal Affairs”, registered with the Ministry of Justice of Ukraine on January 02, 2018 under No. 5/31457.

3. Objectives of the adoption of the act

Order of the Ministry of Internal Affairs of Ukraine dated December 08, 2017 No. 1005 “On Approval of the Procedure for the Formation of Tariffs for Paid Services Provided by Healthcare Institutions of the Ministry of Internal Affairs of the Ministry of Internal Affairs”, registered with the Ministry of Justice of Ukraine on January 02, 2018 under No. 5/31457, aimed at ensuring the implementation of paragraph 7 and paragraph 3 paragraph 12 Powers of the central executive bodies, the Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv and Sevastopol city state administrations, executive bodies of city councils to regulate prices and tariffs for certain types of products, goods and services approved by the Resolution of the Cabinet of Ministers of Ukraine of December 25, 1996 No. 1548 “On Establishing Powers of Executive Bodies and Executive Bodies of City Councils to Regulate Prices (Tariffs)”, and subparagraph 21 of paragraph 4 of the Regulation on the Ministry of Internal Affairs of Ukraine, approved Resolution of the Cabinet of Ministers of Ukraine dated October 28, 2015 No. 878.

 

4th. Timeframe for the implementation of tracking activities

Re-tracking the performance of the regulatory act was carried out from May 18 to June 18, 2019.

Repeated tracking of the performance of the act.

 

6. Methods for obtaining tracking results

A statistical method of obtaining tracking results was used for re-tracking.

 

7. Data and assumptions based on which performance was tracked, as well as ways of obtaining data

The monitoring of the effectiveness of the regulatory act was carried out in accordance with the requirements of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity” by collecting and analyzing the following statistical indicators:

  • the amount of revenues to budgets of different levels — it is expected to increase due to the payment of taxes and mandatory deductions by these medical and preventive health institutions;
  • the number of business entities and/or individuals to whom the act will apply;

- quantitative indicators that directly characterize the effectiveness of the regulatory act:

- income from own revenues (fees for services provided by health institutions of the Ministry of Internal Affairs in accordance with the legislation);

- the number of concluded contracts with legal entities of all forms of ownership;

- minimum and maximum tariff for paid services;

- the average percentage of increase in tariffs for paid services for the reporting period.

  1. Evaluation of the results of the implementation of the regulatory act and the degree of achievement of the specified goals

The adoption of the regulatory act settled the issue of the provision of paid services by health institutions of the Ministry of Internal Affairs.

On the basis of re-tracking the effectiveness of the regulatory act, it can be concluded that the implementation of this regulatory act contributes to the achievement of certain goals and the number of concluded contracts with legal entities of all forms of ownership increased by 10.8% and the number of visits to health facilities of the Ministry of Internal Affairs increased by 1.3%.
