on periodic monitoring of the performance of the regulatory act

1. Type and name of the regulatory act
Resolution of the Cabinet of Ministers of Ukraine of July 13, 2016 No. 436 “On Amendments to the Decisions of the Cabinet of Ministers of Ukraine dated September 07, 1998 No. 1388 and November 11, 2009 No. 1200” (hereinafter referred to as the Resolution).

2. Name of the executor of performance tracking measures Ministry of Internal Affairs of Ukraine.

3. Objectives of the adoption of the act
The main objectives of the adoption of the Resolution are:
- improvement of the procedure for registration (re-registration) of vehicles; - reduction of the time of such procedure by electronic transfer of information from the business entity to the authorized body of the Ministry of Internal Affairs;
- clear definition of the list of documents required for registration (re-registration) vehicles; - settlement of the issue of documentary registration of alienation of vehicles through business entities that

carry out commission trading.

4. Performance tracking measures Implementation of measures to track the performance of the regulatory act was
carried out in the period from June 21, 2021 to July 12, 2021.

Periodic performance tracking.

6. Methods for obtaining tracking results A statistical method of obtaining results was used
for periodic monitoring of the performance of the regulatory act.

7. Data and assumptions on the basis of which the performance was tracked, as well as the methods of obtaining data. The tracking of the performance of the Resolution was carried out by analyzing the Unified State Register of Vehicles of the Ministry of Internal Affairs. Indicators were used for
tracking: - the amount of receipts to the state and local budgets and related state appropriations funds persons with the action of the act; - the number of business entities and/or
individuals to whom the action of the act will apply; - the size


funds and time to be spent by business entities and/or individuals related to the fulfillment of the requirements of the act; - the level of awareness of business entities and/or individuals on the main provisions of the act;
- the number of vehicles registered on the basis of sales contracts issued by business entities, who carry out commission trading.

9. Evaluation of the effectiveness of the implementation of the regulatory act and the degree of achievement of the specified goals
According to the results of periodic tracking (compared with the results of basic and re-tracking), there is a dynamic increase in the number of transactions for registration (re-registration) of vehicles on the basis of sales contracts issued by business entities, who carry out commission trading. Comparing with 2017, the number of vehicles registered on the basis of
sales contracts issued by entities engaged in commission trading in 2018 increased by 112,170 vehicles (or 1.2 times), and in 2021 - by 865,587 vehicles (or almost 10 times). Since the entry into force, the Resolution has improved the registration procedure (re-registration) vehicles) of vehicles, the time of such procedure has been shortened, the list of documents necessary for such actions confirming the legality of the purchase of vehicles has been clarified, and the issue of documentation has been settled
alienation of vehicles through business entities engaged in commission trading.
