on basic monitoring of the effectiveness of the Resolution of the Cabinet of Ministers of Ukraine dated April 03, 2019 №320 “On Amendments to Certain Decisions of the Cabinet of Ministers of Ukraine”

Resolution of the Cabinet of Ministers of Ukraine dated April 03, 2019 No. 320 “On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine” (hereinafter - the Resolution).

2. Name of the performer of the tracking activities

Ministry of Internal Affairs of Ukraine.

3. Objectives of the adoption of the act

The main objectives of the development of the Resolution are:

cancellation of the procedure for acquiring in the territorial bodies for the provision of service services of the Ministry of Internal Affairs of forms of certificates of completion of the institution;

transfer of the accreditation function of institutions from the Main Service Center of the Ministry of Internal Affairs to the regional service centers of the Ministry of Internal Affairs at the location of the establishments;

introduction of a simplified mechanism for accreditation of institutions belonging to the sphere of management of the Ministry of Education and Science of Ukraine;

introduction of electronic exchange of information between institutions and territorial bodies for the provision of service services of the Ministry of Internal Affairs;

specification of procedures for obtaining and exchanging driver's licenses;

recognition of documents on professional (vocational) education of the state model issued by licensed educational institutions, documents certifying the training and retraining of drivers of vehicles.

From 01 September 2020 to 01 October 2020.

Basic tracking of the performance of the act.

6. Methods for obtaining tracking results

Tracking the effectiveness of the act was carried out by analyzing and calculating statistical data on the number of educational institutions for training, retraining and upgrading the skills of drivers of vehicles that passed state accreditation during the year and received certificates of state accreditation, as well as the number of issued certificates of completion of the institution.

7. Data and assumptions based on which performance was tracked, as well as ways of obtaining data

The results of tracking the specified regulatory act were obtained on the basis of the analysis of data obtained from the Unified State Register of the Ministry of Internal Affairs.

8. Quantitative and qualitative values of indicators of the effectiveness of the act

The introduction of the act did not require the allocation of additional funds to ensure the proposed regulation.

The publication and implementation of the regulatory act did not entail additional costs from the State Budget of Ukraine.

The action of the regulatory act applies to all business entities that train, retrain and improve the qualification of drivers of vehicles.

The action of the act did not lead to an increase in the cost of works or an increase in the duration of their execution for business entities associated with the fulfillment of the requirements of the act.

The level of awareness of business entities and/or individuals on the main provisions of the regulatory act is high and was ensured by placing the order on the official website of the Ministry of Internal Affairs of Ukraine.

Ensuring the reduction of administrative pressure in the field of training drivers of vehicles, simplification of the accreditation procedure of institutions, creation of more comfortable conditions for their interaction with territorial bodies for the provision of service services of the Ministry of Internal Affairs before the entry into force of the act was impossible.

According to the results of data analysis in the period from October 20, 2019 toOctober 01, 2020:

Accredited educational institutions with subsequent issuance of certificates of accreditation of an institution for training, retraining and professional development of drivers — 136;

issued certificates — 620,000.

9. Evaluation of the results of the implementation of the regulatory act and the degree of achievement of the specified goals

The regulatory act ensures, in particular, a reduction in the administrative burden in the field of training drivers of vehicles, simplification of the procedure for accreditation of institutions and creation of more comfortable conditions for their interaction with territorial bodies for the provision of service services of the Ministry of Internal Affairs.

It will be possible to draw a conclusion about the assessment and the degree of implementation of the regulatory act when comparing the indicators of repeated and periodic performance tracking.
