1. Type and name of the regulatory act

Resolution of the Cabinet of Ministers of Ukraine dated July 13, 2016 No. 436 “On Amendments to the Decisions of the Cabinet of Ministers of Ukraine dated September 07, 1998 No. 1388 and November 11, 2009 No. 1200” (hereinafter referred to as the Resolution).

3. Objectives of the adoption of the act

The main objectives of the adoption of the Resolution are:

improvement of the procedure for registration (re-registration) of vehicles;

reducing the time of such a procedure due to the electronic transfer of information from the business entity to the authorized body of the Ministry of Internal Affairs;

a clear definition of the list of documents required for registration (re-registration) of vehicles;

settlement of the issue of documenting the alienation of vehicles through business entities that carry out commission trade.

4. Deadline for the implementation of activities and for tracking

Tracking the performance of the Resolution was carried out from July 13, 2017 to July 12, 2018 by analyzing statistical data on registered vehicles sold through business entities that carry out commission trading.

6. Methods for obtaining results from surveillance

The results of tracking the Decree are obtained on the basis of the analysis of data obtained from the Unified State Register of the Ministry of Internal Affairs on the registration of vehicles sold through business entities that carry out commission trading.

7. Data and assumptions on the basis of which the efficiency was tracked, as well as the methods of obtaining the data

The effectiveness of the Resolution was monitored by analyzing data obtained from the Unified State Register of the Ministry of Internal Affairs on the number of registrations of vehicles sold through business entities engaged in commission trading.

8. Quantitative and qualitative values of the indicator of the effectiveness of the act

The implementation of the Resolution did not require the allocation of additional funds to ensure the proposed regulation.

The publication and implementation of the regulatory act did not entail additional costs from the State Budget of Ukraine.

The action of the regulatory act applies to all business entities that carry out commission trade in vehicles.

The result of the act is a reduction in the cost of funds for the purchase of certificates of accounts by business entities that carry out commission trade in vehicles.

Awareness of business entities and/or individuals on the main provisions of the regulatory act was not carried out.

From the date of entry into force of this Resolution, according to the results of data analysis in the period from July 13, 2017 to July 12, 2018, 202,278 vehicles were registered on the basis of sales contracts drawn up by business entities that carry out commission trade in vehicles.

9. Evaluation of the results of the implementation of the regulatory act and the degree of achievement of the specified goals

Since the entry into force of the Resolution I, the procedure for registration (re-registration) of vehicles has been improved, the time of such procedure has been shortened, the list of documents necessary for such actions confirming the legality of the purchase of vehicles has been clarified, and the issue of documenting the alienation of vehicles through business entities carrying out commissions has been settled trade.
