3. Objectives of the adoption of the act
The regulatory act was developed in accordance with the second part of Article 5 of the Law of Ukraine “On the basic principles of state supervision (control) in the sphere of economic activity”.
The objectives of the adoption of the regulatory act are:
determination of the criteria by which the activities of business entities in the field of security activities will relate to high, medium and minor degrees of risk;
determination of the frequency of implementation of the Ministry of Internal Affairs of planned measures of state supervision (control) in the field of security activities.
4. Timeframe for the implementation of tracking activities
The analysis of the regulatory impact of the act provided for the basic tracking of the effectiveness of the act before its entry into force by analyzing statistical data.
In accordance with Article 10 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity”, if only statistical data are used to determine the values of performance indicators of a regulatory act, basic performance tracking can be carried out after the entry into force of this regulatory act or the entry into force of most of its provisions.
Only statistical data were used to track the performance of the act, so the basic performance tracking was carried out after the entry into force of this regulatory act from July 10, 2018 to August 10, 2018.

The monitoring of the effectiveness of the regulatory act was carried out in accordance with the requirements of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity” by collecting and analyzing the following statistical indicators:
the total number of business entities to which the regulatory act applies;
the number of entities subject to the regulatory act, assigned to high, medium and minor levels of risk (their percentage in the total number of business entities);
the number of proposals and requests of business entities to improve the norms of the regulatory act;
the level of awareness of business entities on the main provisions of the regulatory act.

9. Evaluation of the results of the implementation of the regulatory act and the degree of achievement of the specified goals
The regulatory act generally achieves the goals declared when it was adopted.
At the same time, according to the order of the Prime Minister of Ukraine Groysman V. B. of June 21, 2018 No. 25231/0/1-18, Decision of the Government Committee on Economic, Financial and Legal Policy, Development of the Fuel and Energy Complex, Infrastructure, Defense and Law Enforcement Activities of May 24, 2018 (item 2 of issue 25 of Protocol No. 20) on the provision of state supervision (control) introduction of regulatory acts on the approval of criteria by which the degree of risk from the conduct of economic activities is assessed and the frequency of carrying out planned measures of state supervision (control) is determined, compliance with the requirements of the Resolution of the Cabinet of Ministers of Ukraine dated May 10, 2018 No. 342 “On approval of methods for developing criteria by which the degree of risk from the conduct of economic activities is assessed and the frequency of carrying out planned measures of state supervision (control), as well as unified forms of acts drawn up according to the results of the planned (unplanned) measures of state supervision (control)” regulatory act is subject to revision.
