3. Objectives of the adoption of the act
The regulatory act is developed in accordance with Article 52-1 of the Law of Ukraine
“On Road Traffic” and Article 16 of the Law of Ukraine “On the Transportation of Dangerous Goods”. The purpose of the regulatory act is to provide organizational support for the adoption by the relevant service centers of the Ministry of Internal Affairs of examinations on the verification of knowledge of the rules of transportation of dangerous goods by road for drivers of vehicles and authorized persons for the safety of transportation of dangerous goods and the issuance of relevant certificates by amending the Regulations on the procedure of special procedure training of drivers of vehicles carrying dangerous goods and on safety officers for the transport of dangerous goods by road (hereinafter referred to as the Regulations); and Instructions on the procedure for taking exams, issuing (exchanging) DOPN-certificates on the training of drivers of vehicles transporting dangerous goods, certificates on the training of authorized persons for the safety of transportation of dangerous goods, as well as on the registration and storage of documents, which is the basis for issuing DOPN-certificates and certificates on the training of authorized persons (hereinafter referred to as the Instruction) approved by the order of the Ministry of Internal Affairs of Ukraine dated March 21, 2008 No. 130, registered with the Ministry of Justice of Ukraine on April 15, 2008 under No. 309/15000.

6. Methods for obtaining tracking results
Tracking
the effectiveness of the regulatory act is carried out by analyzing information on the number of trained (retrained) drivers of vehicles involved in the road transportation of dangerous goods, authorized persons whose activities are related to the transportation of dangerous goods by road.

7. Data and assumptions on the basis of which the performance was tracked, as well as the methods of obtaining the data The
results of the tracking of the said regulatory act were obtained on the basis of the analysis of data
obtained from the Unified State Register of the Ministry of Internal Affairs on the number of trained (retrained) drivers of vehicles involved in road transport cargo authorized, whose activities are related to the transportation of dangerous goods by road.

8. Quantitative and qualitative values of the performance indicators of the act
Implementation of the act did not require the allocation of
additional funds to ensure the proposed regulation. The issuance and implementation of the regulatory act did not entail additional costs from the State Budget of Ukraine.
The action of the regulatory act applies to all business entities operating in the sphere of activity training (retraining) of drivers of vehicles involved in the road transportation of dangerous goods, authorized persons whose activities are related
to transportation of dangerous goods by road.
The act did not lead to an increase in the cost of work or an increase in the duration of their execution for business entities related to the fulfillment of the requirements of the act. The
level of awareness of business entities and/or individuals on the main provisions of the regulatory act is high and was ensured by placing an order on the office website of the Ministry of Internal Affairs of Ukraine, in printed official state publications and on information stands of authorized bodies of the Ministry of Internal Affairs.

Ensuring proper conditions for the training (retraining) of drivers of vehicles involved in the road transportation of dangerous goods, authorized persons whose activities are related to the transportation of dangerous goods by road, before the entry into force of the act was impossible due to the inconsistency of the normative and legal acts of the Ministry of Internal Affairs in force Legislation.

From the date of entry into force of this regulatory act according to the results of data analysis in the period from June 03, 2016 to September 30, 2018:
trained, retrained drivers carrying dangerous goods — 40,773; issued DOPNV-certificates on the training of drivers of vehicles carrying dangerous goods — 40,068; trained authorized persons whose activities are related to the road transportation of dangerous goods — 2475;
issued certificates on the training of authorized persons for transportation safety

9. Evaluation of the implementation of the regulatory act and the degree of achievement of the specified goals Based
on the results of
re-tracking the effectiveness of this regulatory act, it can be concluded that its implementation contributes to the proper settlement of the issue of bringing the regulatory acts of the Ministry of Internal Affairs into compliance with the legislation and provides adequate conditions for the adoption of relevant services the centers of the Ministry of Internal Affairs of examinations to check the knowledge of the rules of transportation of dangerous goods by road for drivers of vehicles and safety officers transportation of dangerous goods and issuance of relevant certificates of the established model.
