“On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine”
In compliance with the requirements of Article 9 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity”, we inform you about the publication on the official website of the Ministry of Internal Affairs of Ukraine (www.mvs.gov.ua) of the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine” (hereinafter — draft act).
The draft act provides for amendments to the Regulation on the procedure for issuing driver's licenses and admission of citizens to drive vehicles, approved by the Resolution of the Cabinet of Ministers of Ukraine of May 8, 1993 No. 340, the Procedure for Training, Retraining and Upgrading of Vehicle Drivers, Approved by the Resolution of the Cabinet The Cabinet of Ministers of Ukraine dated May 20, 2009 No. 487, and the Procedure for State Accreditation of Institutions Training, Retraining and Upgrading of Vehicle Drivers, and Certification of Their Specialists, approved by the Resolution of the Cabinet of Ministers of Ukraine dated May 20, 2009 No. 490.
The implementation of the act will improve the mechanism of state regulation of the procedure for issuing certificate forms, control over their use by introducing electronic data exchange, transfer the authority to carry out state accreditation of institutions that train, retrain and improve the qualification of drivers from the Main Service Center of the Ministry of Internal Affairs to the regional level, will create more favorable conditions for the interaction of such institutions with the bodies for the provision of services of the Ministry of Internal Affairs, and also envisages the elimination of existing gaps in legislation on the procedure for issuing driver's licenses and the admission of citizens to drive vehicles. The adoption of the act will reduce administrative pressure in the field of training drivers of vehicles, simplify the procedure for accreditation of institutions, create more comfortable conditions for their interaction with territorial bodies for the provision of service services of the Ministry of Internal Affairs, and improve the procedure for obtaining and exchanging driver's licenses.
