Draft Order of the Ministry of Internal Affairs of Ukraine “On Amendments to the Order of the Ministry of Internal Affairs of Ukraine of December 07, 2009 № 515”

In compliance with the requirements of Article 9 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity”, we inform you about the publication on June 05, 2020 on the official website of the Ministry of Internal Affairs of Ukraine (www.mvs.gov.ua) of the draft order of the Ministry of Internal Affairs of Ukraine “On Amendments to the Order of the Ministry of Internal Affairs of Ukraine on the affairs of Ukraine dated December 07, 2009 № 515” (hereinafter referred to as the draft order).

The draft order was developed in accordance with the requirements of the Resolution of the Cabinet of Ministers of Ukraine of April 03, 2019 No. 320 “On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine”, which amended, including the Regulations on the Procedure for Issuing Driver's Licenses and Admission of Citizens to Drive Vehicles approved by the Resolution of the Cabinet of Ministers of Ukraine dated May 8, 1993 No. 340.

The development and adoption of the draft order are due to the need to improve the mechanism of state regulation of the procedure for issuing driver's licenses and admission of citizens to drive vehicles, as well as to eliminate existing gaps in legislation.

In addition, the draft order provides for the establishment of the procedure for the use of technical means of control during the passing of exams, the preservation of information obtained through them and access to it, which, in turn, will ensure the prevention of manifestations of abuse of power and official position in the process of passing exams for obtaining driver's licenses
