on the publication of the draft Law of Ukraine “On Amendments to the Law of Ukraine “On Road Traffic”
In compliance with the requirements of Article 9 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity”, we inform you about the publication on the official website of the Ministry of Internal Affairs of Ukraine (www.mvs.gov.ua) of the draft Law of Ukraine “On Amendments to the Law of Ukraine “On Road Traffic” (hereinafter — the draft act).
The draft act was developed by the Ministry of Internal Affairs of Ukraine in implementation of paragraph 4 of section 2 of the plan of measures for the implementation of the Concept of reforming local self-government and territorial organization of power in Ukraine, approved by the order of the Cabinet of Ministers of Ukraine dated September 22, 2016 No. 688-r “Some issues of implementation of the Concept of local reform self-government and territorial organization of power in Ukraine” and sub-paragraph 5 of paragraph 23 of the plan of measures for the implementation of the Strategy for Reforming Public Administration of Ukraine for 2016-2020, approved by the order of the Cabinet of Ministers of Ukraine dated June 24, 2016 No. 474-r.
The draft act provides for the implementation of the reform of local self-government and territorial organization of authorities to expand the list of services provided through centers for the provision of administrative services, by giving their administrators the authority to accept applications for registration of new vehicles, re-registration of vehicles in connection with the change of name or address of legal entities, surnames, names or patronymics, places of residence of individuals who are owners of vehicles, their rejection as a whole and the issuance of registration documents, license plates signs or relevant extract (after the territorial bodies of the Ministry of Internal Affairs of Ukraine carry out relevant registration operations, fixing of license plates and registration documents), as well as acceptance of applications for the exchange of a driver's license in connection with the change of personal data of the owner (surname, first name and patronymic) or unfit for use (corrupted, records in which are not read, etc.), as well as the issuance as a result of such exchange of new driver's licenses (issued in the territorial bodies of the Ministry of Internal Affairs of Ukraine).
The implementation of the act will expand the range of subjects to which legal entities and individuals will have the opportunity to apply for registration (re-registration), deregistration of vehicles and exchange of driver's licenses.
