Draft Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Introducing Electronic Digital Signatures and Means of Cryptographic Information Protection to Contactless Electronic Media Contained in Passport of Ukrainian Citizen and Provision of Electronic Digital Signature Services Using Passport of Citizen of Ukraine with Implanted Contactless Electronic Note “(hereinafter referred to as the draft Resolution) was developed by the Ministry of Internal Affairs of Ukraine together with the Ministry of Internal Affairs of Ukraine in order to determine the procedure for introducing reliable means of electronic digital signature and means cryptographic protection of information to a contactless electronic medium that is implanted in the passport of a citizen of Ukraine, establishing a procedure for their further use and providing citizens of Ukraine with electronic digital signature services using a passport in the form of a card.
The adoption of the draft Resolution is aimed at regulating the features of the provision of electronic digital signature services using the passport of a citizen of Ukraine with an implanted BEN, determining the range of entities involved in the provision of such services, their powers, duties and responsibilities, as well as establishing requirements for electronic digital signature and encryption tools.
Adoption and implementation of the draft Resolution will ensure the implementation of the norms of the Law of Ukraine “On the Unified State Demographic Register and documents confirming the citizenship of Ukraine, identity card or its special status”, which determines the conditions for providing citizens with electronic digital signature services using the passport of a citizen of Ukraine with implanted unimplanted the electronic contact medium, and the provisions of legislation in the field of electronic digital signature services, will make such services more accessible to citizens, which will contribute to the development of electronic document circulation and electronic services in the state, will accelerate the introduction of paperless processing of documents, including in the relations of the state with citizens.
