on the promulgation of the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Procedure for Compulsory Technical Control and the Scope of Inspection of the Technical Condition of Vehicles, the Technical Description and Sample of the Protocol for Checking the Technical Condition of the Vehicle, Approved by the Resolution of the Cabinet of Ministers of Ukraine dated January 30, 2012 No. 137, and The procedure for the formation of a nationwide database on the results of mandatory technical control of vehicles, access to it and setting the amount of fees for the provision of such services, approved by the Resolution of the Cabinet of Ministers of Ukraine dated May 31, 2012 No. 512”
In compliance with the requirements of Article 9 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity”, we announce the publication on the official website of the Ministry of Internal Affairs of Ukraine (www.mvs.gov.ua) Draft Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Procedure for Conducting Mandatory Technical Control and the Scope of Inspection of Equipment condition of vehicles, technical description and sample of the protocol for checking the technical condition of the vehicle, approved by the Resolution of the Cabinet of Ministers of Ukraine of 30 January 2012 No. 137, and the Procedure for the formation of a nationwide database on the results of mandatory technical control of vehicles, access to it and setting the amount of fees for the provision of such services, approved by the Resolution of the Cabinet of Ministers of Ukraine of May 31, 2012 No. 512” (hereinafter — the draft act).
The draft act was developed by the Ministry of Internal Affairs in order to ensure a qualitative and objective process of checking the technical condition of vehicles by subjects of mandatory technical control (hereinafter referred to as OTC subjects), as well as to prevent violations by business entities of legislation in the field of mandatory technical control.
This draft resolution will resolve the issue of objectivity of inspections of the technical condition of vehicles by OTC entities, improve the quality of such inspections and ensure the accumulation of objective information on the technical condition of vehicles operated on the highways of the state.
