The Ministry of Internal Affairs of Ukraine, in accordance with the Procedure for Conducting Public Consultations on the Formation and Implementation of State Policy, approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 03, 2010 No. 996, and in compliance with paragraph 9 (Act 2.1.6.1.2. State Anti-Corruption Program for 2023—2025) of the measures for the implementation of the Ministry of Internal Affairs Anti-Corruption Strategy for 2021—2025 and the State Anti-Corruption Program for 2023—2025 defined by Appendix 4 to the Anti-Corruption Program of the Ministry of Internal Affairs of Ukraine for 2023—2025, approved by the Order of the Ministry of Internal Affairs of Ukraine dated February 28, 2023 year No. 136 (with amendments approved by the order of the Ministry of Internal Affairs of Ukraine dated April 12, 2023 No. 307), held on September 29, 2023 public public discussion Report based on the results of analytical research, the subject of which is the organization of the work of permanent police commissions for the entire period of their existence (until February 2022) (hereinafter referred to as the Report), which was published on September 22, 2023 on the official website of the Ministry of Internal Affairs of Ukraine.

During the development of the draft Law of Ukraine “On Amendments to the Law of Ukraine “On the National Police”, which will clarify certain provisions of the Law of Ukraine “On the National Police” regarding the improvement of the activities of permanent police commissions, there is a need to specify the terms “head of police” and “other leadership positions in police” in order to clearly regulate the holding of competitions by permanently operating police commissions, as well as the projected increase in competitions.

The results of the public discussion of the Report will be taken into account during the development of the draft Law of Ukraine “On Amendments to the Law of Ukraine “On the National Police”, which will clarify certain provisions of the Law of Ukraine “On the National Police” regarding the improvement of the activities of permanent police commissions.
