The Ministry of Internal Affairs of Ukraine conducts electronic consultations with the public on the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Procedure for State Registration (re-registration), deregistration of cars, buses, as well as self-propelled vehicles designed on the chassis of cars, motorcycles of all types, models and models, trailers, semitrailers, motorcycles, other vehicles and mopeds equivalent to them regarding the settlement of the issue of state registration of vehicles imported into the customs territory of Ukraine as humanitarian assistance in conditions of martial law” (hereinafter referred to as the draft resolution), published on January 10, 2024 in the subheading “Draft normative acts” of the heading “Normative base of the Ministry of Internal Affairs” of the official web portal of the Ministry of Internal Affairs of Ukraine.

The implementation of the draft resolution will apply to the following social groups of the population and stakeholders:

• state bodies that carry out state accounting and state registration of vehicles imported into the customs territory of Ukraine under a simplified procedure in conditions of martial law;
• recipients of humanitarian aid (vehicles imported into the customs territory of Ukraine under a simplified procedure in conditions of martial law);
• recipients of humanitarian aid (vehicles imported into the customs territory of Ukraine under a simplified procedure in conditions of martial law).

Possible consequences of the implementation of the draft resolution for these social groups of the population and interested parties are:

• determination of the declaration on the list of goods recognized as humanitarian aid by a document confirming the ownership of the vehicle;
• determination of the list of documents submitted for state registration or state registration of vehicles recognized as humanitarian aid and imported into the customs territory of Ukraine under a simplified procedure;
• it is possible to issue registration documents for trips abroad for vehicles recognized as humanitarian aid and imported into the customs territory of Ukraine under a simplified procedure, which are on temporary state registration;
• it is mandatory to indicate in the registration documents a ban on the alienation of vehicles that are recognized as humanitarian aid and imported into the customs territory of Ukraine, taking into account the requirements of the Law of Ukraine “On Humanitarian Aid”.
