The Ministry of Internal Affairs of Ukraine conducts electronic consultations with the public on the draft order of the Ministry of Internal Affairs of Ukraine “On Approval of Amendments to the Requirements for Objects and Premises for Objects and Premises Intended for Activities for the Circulation of Narcotic Drugs, Psychotropic Substances, Precursors and Storage of Such Drugs and Substances” (hereinafter — draft order), published on April 25, 2024 in the subheading “Draft regulations” of the heading “Normative base of the Ministry of Internal Affairs” of the official web portal of the Ministry Internal Affairs of Ukraine.

The implementation of the draft order will apply to business entities that will carry out economic activities related to cultivation in closed ground conditions, storage and destruction of plants included in List 4 of Table I of the List of Narcotic Drugs, Psychotropic Substances and Precursors approved by the Cabinet Resolution Ministers of Ukraine dated May 06, 2000 No. 770 (hereinafter referred to as the List).

Stakeholders to whom the implementation of the draft order will apply: bodies (units) of the National Police of Ukraine.

Possible consequences of the implementation of the draft order are:

• facilitation of obtaining by business entities permission to use objects and premises intended for the implementation of activities related to the cultivation, storage and destruction of plants included in list 4 of Table I of the List, which is necessary for obtaining a license to carry out said economic activity
• ensuring the establishment of requirements for objects and premises where economic entities will carry out activities related to cultivation in closed ground conditions, storage and destruction of plants of list No. 4 of Table I of the List.
• bringing the normative and legal acts of the Ministry of Internal Affairs of Ukraine in accordance with the Law of Ukraine “On Amendments to Certain Laws of Ukraine on State Regulation of the Circulation of Cannabis Plants for Educational Purposes, Educational, Scientific and Scientific and Technical Activities, Production of Narcotic Drugs, Psychotropic Substances and Medicines for the purpose of expanding access of patients to the necessary treatment.”
