The Ministry of Internal Affairs of Ukraine conducts electronic consultations with the public on the draft order of the Ministry of Internal Affairs of Ukraine “On Approval of Amendments to the Regulation on the Functional Subsystem “Unified Register of Weapons” of the Unified Information System of the Ministry of Internal Affairs” (hereinafter — the draft order), published on April 03, 2024 in subheading “Draft regulations” of the heading “Normative base of the Ministry of Internal Affairs” of the official web portal of the Ministry of Internal Affairs of Ukraine.

The implementation of the draft order will apply to:

• business entities that carry out economic activities in the production, repair, trade in non-military firearms, ammunition for it, cold, pneumatic weapons, special means;
• National Police of Ukraine;
• institutions of the Expert Service of the Ministry of Internal Affairs of Ukraine.

Possible consequences of the implementation of the draft order are to improve the procedure for accounting for objects, materials and substances covered by the permitting system of internal affairs bodies, in particular, by:

• Normalization of electronic information interaction of the “Unified Register of Weapons” with the Unified State Web Portal of Electronic Services (Portal Diia) regarding the possibility of submitting applications for obtaining permits through the Diya Portal in the future and their display on the Diia Portal in electronic form (if technically possible);
• detailing the list of institutions that may be subjects of the “Unified Register of Weapons”;
• delimiting and detailing the powers of the subjects of the “Unified Register of Weapons”;
• expansion of access rights to the “Unified Register of Weapons” to individual employees of the National Police and the Expert Service of the Ministry of Internal Affairs to correct information about information objects incorrectly entered by users of the subjects of the “Unified Register of Weapons”;
• definition of additional functions entrusted to the Department of Informatization of the Ministry of Internal Affairs to control the maintenance of the “Unified Register of Weapons”.
