The Ministry of Internal Affairs of Ukraine conducts electronic consultations with the public on the draft order of the Ministry of Internal Affairs “On approval of requirements for authorized employees of territorial service centers of the Ministry of Internal Affairs, which, according to their official duties, are assigned functions for passing practical examinations for obtaining the right to drive vehicles” (hereinafter — the project order), which was published on May 01, 2024 in the subsection “Draft regulations” of the heading “Normative base of the Ministry of Internal Affairs” of the official website of the Ministry of Internal Affairs
of Ukraine.
The order will apply to authorized employees of territorial service centers of the Ministry of Internal Affairs, who, according to their official duties, are assigned the functions of passing practical exams for obtaining the right to drive vehicles (hereinafter - examiners).
The draft order was developed in order to establish requirements for the competence of examiners, determine the features of improving their qualifications, as well as a mechanism for ensuring the quality of passing practical exams for obtaining the right to drive vehicles of the relevant category.
Thus, the draft order provides, in particular, that:
examiners who are already working must undergo advanced training under a special short-term training program of examiners, within one year from the date of entry into force of this order;
future examiners are allowed to take practical exams after passing training under a special professional (certificate) program of advanced training and passing the final exam.
In addition, in order to ensure the quality of passing practical exams by GSC examiners, the Ministry of Internal Affairs will organize and conduct:
selective viewing of videos of practical exams (annually);
monitoring the work of examiners during their practical exams.
