The Ministry of Internal Affairs of Ukraine conducts electronic consultations with the public on the draft order of the Ministry of Internal Affairs of Ukraine “On Approval of Amendments to the Procedure for the Issuance and Registration of Certificates for the Permission of Vehicles for the Transportation of Certain Dangerous Goods” (hereinafter — the draft order), published on May 30, 2023 subheading “Draft regulations” of the heading “Normative base of the Ministry of Internal Affairs” of the official website of the Ministry of Internal Affairs of Ukraine: here.

Stakeholders to whom the implementation of the draft order will apply: business entities carrying out the transportation of dangerous goods by road (carriers).

The draft order proposes to amend the Procedure for the issuance and registration of certificates for the admission of vehicles to the carriage of certain dangerous goods, approved by the order of the Ministry of Internal Affairs of Ukraine dated August 04, 2018 No. 656, registered with the Ministry of Justice of Ukraine on September 11, 2018 under No. 1042/32494, namely:

• shorten the period of issue/extension of the certificate of admission of vehicles to the transportation of specified dangerous goods (hereinafter — the Certificate) from ten to five working days;
• increase the validity of the Certificate from six months to one year;
• supplement the list of grounds in which the Certificate is to be returned to the service center, namely in case of changing the license plate of the vehicle;
• bring certain provisions of the Procedure into line with the requirements of Annexes A and B to the Agreement on the International Carriage of Dangerous Goods by Road (DOPNV).
