The Ministry of Internal Affairs of Ukraine (hereinafter referred to as the Ministry of Internal Affairs) conducts electronic consultations with the public on the draft order of the Ministry of Internal Affairs “On approval of the List of Requirements for Institutions Carrying Out Training, Retraining and Retraining of Drivers of Vehicles, and Qualification Requirements for Specialists Carrying Out Such Training” (hereinafter — the draft act of the order), which was published on September 26, 2023 in the subsection “Draft regulations” of the “Normative base of the Ministry of Internal Affairs” section of the official website of the Ministry of Internal Affairs: here.

The implementation of the draft order will apply to:

• business entities (institutions) that carry out or will carry out training, retraining and training of drivers of vehicles;
• state bodies, in particular regional service centers of the GSC of the Ministry of Internal Affairs, which carry out state accreditation of such business entities (institutions) and certification of their specialists;
• specialists of business entities (institutions) that carry out or will carry out training, retraining and further training of drivers of vehicles.

Possible consequences of the implementation of the draft order for these social groups of the population and interested parties are:

• bringing the regulatory act into line with the requirements of the legislation of Ukraine;
• streamline questions regarding the definition of the list of requirements for training establishments and the qualification requirements for specialists who carry out such training;
• establishment of an exhaustive list of objects of the material and technical base of economic entities (institutions) that carry out or will carry out training, retraining and further training of drivers of vehicles, in accordance with the direction of their state accreditation, requirements for these objects, in particular in terms of their equipment;
• establishment of an exhaustive list of qualification requirements for specialists of economic entities (institutions) that carry out or will conduct training, retraining and further training of drivers of vehicles.
