The order of the Ministry of Internal Affairs was developed to implement paragraph 5 1 of the Regulation on the procedure for issuing driver's licenses and admission of citizens to drive vehicles, approved by the Resolution of the Cabinet of Ministers of Ukraine of May 08, 1993 No. 340, paragraph 3 of the Procedure for State Registration (re-registration), deregistration of cars, buses, as well as self-propelled vehicles designed on the chassis of cars, motorcycles of all types, makes and models, trailers, semi-trailers, motorcycles, other vehicles and mopeds equivalent to them, approved by the Decree of the Cabinet of Ministers of Ukraine dated September 7, 1998 No. 1388, which increased the list of services for which a person can apply to the territorial service center of the Ministry of Internal Affairs (hereinafter — the CCC of the Ministry of Internal Affairs) by submitting a corresponding application and documents attached to it to the state enterprise belonging to the sphere of management of the State Migration Service of Ukraine, or to the centers for the provision of administrative services (hereinafter — authorized entities).
The draft order defines the mechanism of interaction of the CSO of the Ministry of Internal Affairs with the authorized subjects of the exchange of a driver's license, in particular, issued for the first time, or its receipt after loss or theft (hereinafter — exchange, issuance of a driver's license), as well as state registration (re-registration), deregistration of vehicles.

The draft order provides for an increase in the number of entities through which citizens will be able to receive exchange services, issuance of driver's licenses, as well as state registration (re-registration), deregistration of vehicles, which has become especially relevant during the martial law.
In addition, the draft order provides for the possibility of obtaining services through an authorized entity that carries out such activities outside Ukraine and has concluded a corresponding agreed decision.
