The Ministry of Internal Affairs of Ukraine conducts electronic consultations with the public on the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the License Conditions for the Conduct of Economic Activities for the Production and Repair of Non-Military Firearms and Ammunition for It, Cold Weapons, Pneumatic Weapons of More Than Caliber 4.5 mm and a bullet flight speed of more than 100 meters per second, trade in non-military firearms and ammunition therefor, cold weapons, pneumatic weapons of caliber over 4.5 millimeters, and bullet flight speed of more than 100 meters per second; production of special devices charged with tear and irritant substances, personal protection, active defense and their sale” (hereinafter referred to as the draft resolution), which was published on October 14, 2022 in the section “Draft regulations”, marking listed in the subheading “Normative base of the Ministry of Internal Affairs” of the official web portal of the Ministry of Internal Affairs of Ukraine: here.

The implementation of the draft resolution will apply to the following social groups of the population: business entities engaged in economic activities in the production, repair, trade in non-military firearms, ammunition for it, cold, pneumatic weapons, special means, and license applicants who have plans to obtain a license for the manufacture and sale of personal protective equipment.

Stakeholders to whom the implementation of the draft resolution will apply: the state, the Armed Forces of Ukraine and business entities in the field of production, repair, trade in non-military firearms, ammunition for it, cold, pneumatic weapons, special means.

Possible consequences of the implementation of the draft resolution for these social groups of the population and interested parties are:

• optimization and simplification of the procedure for obtaining a license for conducting business activities for the production and sale of personal protective equipment;
• improvement of certain provisions of the License Terms.
