The Ministry of Internal Affairs of Ukraine conducts electronic consultations with the public on the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine” (hereinafter — the draft resolution), which was published on August 31, 2021 in the subheading “Draft Regulations” headings “Normative base of the Ministry of Internal Affairs” of the official website of the Ministry of Internal Affairs of Ukraine: here.

The implementation of the draft resolution will apply to the following social groups of the population and stakeholders:

• persons exchanging a driver's license of a foreign country for a national driver's license;
• citizens who purchase for personal needs a vehicle that was in use;
• citizens ordering a vehicle re-registration service; business entities that purchase a used vehicle to conduct their own business;
• specialists who conduct expert research of vehicles and registration documents.

Possible consequences of the implementation of the draft resolution for these social groups of the population and interested parties are the establishment of:

• a clear list of grounds on which the exchange of a driver's license of a foreign country for a national driver's license is not carried out;
• an exhaustive list of registration actions related to state registration, re-registration, deregistration of vehicles, which are carried out without conducting an expert examination of the vehicle by specialists of the Expert Service of the Ministry of Internal Affairs and/or forensic experts of state specialized institutions who have the appropriate qualification, which is assigned in the established Law The Court of Ukraine “On Forensic Expertise”;
• the date and mechanism of entry by specialists conducting expert examination of vehicles and registration documents into the Unified State Register of Vehicles of information on the conclusion of the expert study and the period during which the owner of the vehicle submits documents or enters information from such conclusion together with the application for registration, re-registration or deregistration vehicle (in the case of expert research);
• the list of vehicle re-registration services that the vehicle owner can order using the means of the driver's electronic account or through the web portal of electronic services “Portal Diya”, including using the mobile application, by submitting an application in electronic form, the filling of forms (fields) of which will be carried out automatically, including taking into account information obtained in the order of electronic information interaction with the unified information system of the Ministry of Internal Affairs.
