The Ministry of Internal Affairs of Ukraine conducts electronic consultations with the public on the draft order of the Ministry of Internal Affairs of Ukraine “On Approval of Requirements for Transportation of Precursors Included in List No. 2 of Table IV of the List of Narcotic Drugs, Psychotropic Substances and Precursors, Approved by the Resolution of the Cabinet of Ministers of Ukraine dated May 06, 2000 No. 770, including non-resident carriers” (hereinafter — the draft order), published on August 27, 2021 in the subheading “Draft regulations” of the heading “Normative base of the Ministry of Internal Affairs” Official website of the Ministry of Internal Affairs of Ukraine: here.

Stakeholders to whom the implementation of the draft order will apply are business entities carrying out the transportation of precursors included in the list No. 2 of Table IV of the List of Narcotic Drugs, Psychotropic Substances and Precursors, approved by the Resolution of the Cabinet of Ministers of Ukraine dated May 06, 2000 No. 770, executive authorities exercising control over the transportation of such precursors.

Possible consequences of the implementation of the draft order for interested parties are:

• implementation of the requirements of paragraph 13 of the Procedure for the transportation of narcotic drugs, psychotropic substances and precursors on the territory of Ukraine and the execution of the necessary documents approved by the Resolution of the Cabinet of Ministers of Ukraine dated April 17, 2008 No. 366;
• reducing the cost of organizing the transportation of precursors;
• ensuring the safety of precursors and preventing their leakage into illegal circulation.
