The Ministry of Internal Affairs of Ukraine, in accordance with the Procedure for Public Consultations on the Formation and Implementation of State Policy, approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 03, 2010 No. 996, conducted electronic consultations with the public on the draft resolution of the Cabinet of Ministers of Ukraine “On the implementation of the experimental a project on the implementation of distance training, retraining and training of drivers of vehicles by accredited institutions through the educational portal of the Ministry of the Interior cases using distance learning technologies” (hereinafter referred to as the draft resolution), which was published on July 02, 2020 in the subheading “Draft regulations” of the “Normative base of the Ministry of Internal Affairs” of the official website of the Ministry of Internal Affairs of Ukraine: here.

Application of the functional subsystem of the unified information system of the Ministry of Internal Affairs (educational portal of the Ministry of Internal Affairs) as a multifunctional integrated automated system, which directly ensures the implementation of the relevant functions of the participants of this system, information support and support of their activities and constitutes a set of interconnected functional subsystems, software-information complexes, software-technical and technical means of telecommunication, which provide a logical combination of defined information resources, processing and protection of information, internal and external information interaction during the training, retraining and upskilling of vehicle drivers, is one of the important steps to improve proper telecommunication, as well as monitoring the online presence of persons during the remote form of acquiring theoretical knowledge. Thus, the introduction of distance training, retraining and professional development drivers of transport establishments by accredited institutions through the educational portal of the Ministry of Internal Affairs using distance learning technologies
due to the need to carry out appropriate monitoring of compliance by these institutions (certified by their specialists) with the procedure for training, retraining and upgrading the skills of drivers of vehicles in accordance with the work programs and plans agreed in the established procedure.

2. The definition of the term “Distance learning (training)” should be brought into line with the current legislation.

Based on the results of electronic consultations with the public, a decision was made to reject the submitted proposals.
