Information notice on conducting electronic consultations with the public on the draft order of the Cabinet of Ministers of Ukraine “On Approval of the Concept of Establishing a System of Emergency Assistance to the Population at the Single Telephone Number 112”

The Ministry of Internal Affairs of Ukraine conducts electronic consultations with the public on the draft order of the Cabinet of Ministers of Ukraine “On Approval of the Concept of Establishing a System of Emergency Assistance to the Population at the Single Telephone Number 112” (hereinafter — the draft), which was published on August 12, 2020 in the subheading “Draft standards acts” heading “Normative base of the Ministry of Internal Affairs” of the official website of the Ministry of Internal Affairs of Ukraine: here.

The social groups of the population to which the project will be implemented are: citizens of Ukraine, foreigners and stateless persons who are in the country and who need emergency assistance in case of emergency. Stakeholders to whom the project will be implemented: emergency response services.

Possible consequences of the implementation of the project for these social groups of the population and stakeholders are:

  • establishment of a 112 system capable of ensuring an adequate level of emergency assistance to the population in the event of a threat or the occurrence of emergency situations;
  • organization of reception of calls to emergency services on the principle of “single window”, which will allow a person to use a single telephone number 112 for calling;
  • development of mechanisms for effective response by 112 system entities in case of threat or occurrence of emergency situations, thereby reducing the response time of emergency response services to emergency calls;
  • increasing the level of protection of the population in emergency situations, thereby strengthening the capacity of the state to provide life saving and emergency assistance to the population in an emergency situation that threatens their life or health;
  • establishing effective interaction between all participants of the 112 system, thereby reducing the possible socio-economic damage due to emergency situations;
  • increasing the effectiveness of emergency prevention measures, thereby reducing mortality and the risk of personal injury, increasing the average life expectancy of Ukrainians and the quality of life in general;
  • harmonization of the legislation of Ukraine in the field of emergency assistance to the population with the legislation of the European Union, thus building the international image of the country as a place for safe visiting and staying.
