The Ministry of Internal Affairs of Ukraine conducts electronic consultations with the public on the draft order of the Ministry of Internal Affairs of Ukraine “On approval of the Procedure for the organization of round-the-clock protection of facilities and premises where drug-containing plants are cultivated, used, stored and destroyed, as well as the use, storage and destruction of finished products obtained from them or waste of such plants” (hereinafter referred to as the draft order), published on September 15, 2020 in the subheading “Draft regulations” of the heading “Normative base of the Ministry of Internal Affairs” Official website of the Ministry of Internal Affairs of Ukraine: here.

The implementation of the draft order will apply to the following social groups of the population: citizens of Ukraine. Stakeholders to whom the implementation of the draft order will apply: natural persons entrepreneurs and legal entities — holders of licenses for the cultivation and (or) use of plants included in the list No. 3 of Table I of the list of narcotic drugs, psychotropic substances and precursors approved by the Establishment of the Cabinet of Ministers of Ukraine dated May 6, 2000 No. 770, containing small quantities of narcotic substances for industrial purposes specified by the license.

Possible consequences of the implementation of the draft order for these social groups of the population and interested parties are:

• reducing the risks of theft of drug-containing plants from the objects of their legal circulation;
• increasing the level of counteraction to the leakage of drug raw materials from the objects of legal circulation to the illegal;
• reducing drug use of the population and preserving the health of citizens, especially younger people;
• increase in revenues to the state budget of taxes and fees as a result of the conclusion by the police authorities of the protection of contracts for the protection of facilities and premises in which drug-containing plants are cultivated, used, stored and destroyed, as well as the use, storage and destruction of finished products or waste of such plants obtained from them;
• reducing the number of offences related to the illegal trafficking of drugs;
• increasing the level of road safety;
• improving the socio-psychological climate in families, educational institutions, increasing the level of safety in public places.
