Minutes of the Constituent Meeting on the Formation of the Public Council under the Ministry of Internal Affairs of Ukraine

Introductory speech of the Chairman of the Initiative Group on Preparing the Constituent Assembly for the Formation of the Public Council under the Ministry of Internal Affairs of Ukraine (hereinafter referred to as the Initiative Group) Shevchenko A. V., who informed that the Ministry of Internal Affairs of Ukraine (hereinafter referred to as the Ministry of Internal Affairs) is aimed at effective cooperation with the Public Council, and wished fruitful work at the constituent assembly.

Shevchenko A. V. proposed to start work and declared the constituent meeting for the formation of the Public Council under the Ministry of Internal Affairs (hereinafter — the constituent meetings, meetings) open.

He proposed to elect a temporary presidium to form the agenda of the meeting and put forward a proposal to include Martynenko V. O., Demchyna A. V., Fedorko Yu. L.

DECIDED: To elect a temporary presidium for
the formation of the agenda in the composition: Martynenko V. O., Demchyna A. V., Fedorko Yu. L.

From the Temporary Presidium Martynenko V. O. proposed the draft agenda of the constituent assembly:

  1. Election of the counting commission.
  2. Election of the Chairman of the Assembly.
  3. Election of the Secretary of the Assembly.
  4. Information of the representative of the Initiative Group.
  5. Election of members of the Public Council under the Ministry of Internal Affairs.
  6. Miscellaneous.

THE FIRST QUESTION: “ELECTION OF THE COUNTING COMMISSION”

Martynenko V. O. and proposed to select the counting commission by determining the quantitative and personal composition of the counting commission.

Regarding the quantitative composition of the counting commission, Shevchenko A. V. proposed to elect a commission consisting of three people.

Participants are informed that voting for candidates for the counting commission will be carried out by a list. The counting commission will include three candidates. In addition, Shevchenko A. V. explained the voting procedure: mandates (“For”, “Against”, “Abstentions”) during the voting must be kept up until the final vote count is held.

THE FOURTH QUESTION: “INFORMATION OF THE REPRESENTATIVE OF THE INITIATIVE GROUP”

Shevchenko A. V. with information on the work of the Initiative Group on the Preparation of the Constituent Assembly. He reported that the initiative group, in accordance with p. 7 of the Standard Provision “On the Public Council under the Ministry, another central executive body, the Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv and Sevastopol city, district, district etc. Kyiv and Sevastopol State Administration” (hereinafter referred to as the Standard Provision), approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 03, 2010 No. 996 (as amended by the Resolution of the Cabinet of Ministers of Ukraine No. 353 of April 24, 2019), determined the quantitative composition of the Public Council under the Ministry of Internal Affairs, which is 20 persons. Delegated representatives of 20 civil society institutions, whose documents meet the requirements established by the Standard Provisions, or the inconsistency of the documents of which are eliminated within the prescribed period, and the list of which is published on the official website, were admitted to participate in the constituent meeting for the formation of the Public Council under the Ministry of Internal Affairs as an initiative group the website of the Ministry of Internal Affairs on August 22, 2019.

20 representatives of civil society institutions were registered to participate in the constituent assembly as of 12:00 on September 02, 2019, of which 20 were admitted to the constituent assembly.

THE FIFTH QUESTION: “ELECTION OF MEMBERS OF THE PUBLIC COUNCIL UNDER THE MINISTRY OF INTERNAL AFFAIRS”

Chairman of the meeting Martynenko V. O. read the requirements of the Resolution of the Cabinet of Ministers of Ukraine dated November 03, 2010 No. 996 (as amended by the Resolution of the Cabinet of Ministers of Ukraine No. 353 of April 24, 2019) regarding the election of members of the Public Council under the Ministry of Internal Affairs.

Martynenko V. O., Skrynskyi O. B., who proposed to approve the personal composition of the Public Council under the Ministry of Internal Affairs by a list, since the number of candidates for the membership of the public council is equal to the quantitative composition determined by the initiative group and, in accordance with p. 7 of the Standard Provision “On the Public Council under the Ministry, another central executive body, the Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv and Sevastopol city, district, district etc. Kyiv and Sevastopol State Administration” approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 03, 2010 No. 996 (as amended by the Resolution of the Cabinet of Ministers of Ukraine dated April 24, 2019 No. 353) does not take place rating voting. In this case, all candidates whose documents meet the established requirements are considered elected to the public council. Martynenko V. O. proposed to approve the personal composition of the Public Council under the Ministry of Internal Affairs:

Considering that the agenda issues have been exhausted, proposals and comments on the constituent assembly were not received from the participants, the Public Council under the Ministry of Internal Affairs of Ukraine was formed, the chairman of the meeting put to the vote the issue of closing the constituent assembly.
