1. Organizational issues of the Public Council's activities during the adaptive quarantine period.

2. Consideration and public discussion of regulations.

3 Regarding the appeal of the NGO “All-Ukrainian Center for Combating Corruption and Assistance to Law Enforcement Agencies “Anti-Corruption Initiative”.

To approve the agenda of the meeting of the Public Council under the Ministry of Internal Affairs of Ukraine:

Before considering the issues of the agenda, the Chairman of the Public Council Martynenko V. O. thanked the leadership of the National Academy of Internal Affairs for the opportunity to hold the meeting and congratulated the staff of the National Academy of Internal Affairs on the 99th anniversary of its foundation.

THE FIRST ISSUE OF THE AGENDA “ORGANIZATIONAL ISSUES OF THE ACTIVITIES OF THE PUBLIC COUNCIL DURING THE PERIOD OF ADAPTIVE QUARANTINE”

LISTENED TO:

Martynenka V. O., Chairman of the Public Council, who provided information on the work of the Public Council during the quarantine period and suggested that during the period of the established CMU quarantine to consider the possibility of holding meetings and other events organized by the Public Council with the use of telecommunication means, which does not contradict the Standard Provision on the Public Council under the Ministry, to the central executive body, the Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv and Sevastopol city, district, district in etc. Kyiv and Sevastopol state administration, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 996 of November 03, 2010 (as amended by the Resolution of the Cabinet of Ministers of Ukraine No. 353 of April 24, 2019).

Voted on: approve for the quarantine period announced by the Resolution of the Cabinet of Ministers of Ukraine No. 392 of May 20, 2020 “On establishing quarantine in order to prevent the spread of acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus in Ukraine and the stages of weakening anti-epidemic measures” (with changes), possibility remote (using telecommunication means) participation of members of the Public Council in meetings and other events organized by the Public Council and the Ministry of Internal Affairs of Ukraine.

Approve, for the quarantine period announced by the Resolution of the Cabinet of Ministers of Ukraine of May 20, 2020. № 392 “On the establishment of quarantine in order to prevent the spread in Ukraine of the acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus and the stages of weakening anti-epidemic measures” (with changes), the possibility of remote (using telecommunication means) participation of members of the Public Council in meetings and other events organized by the Public Council and the Ministry of Internal Affairs of Ukraine.

 

THE SECOND ISSUE OF THE AGENDA: “CONSIDERATION AND PUBLIC DISCUSSION OF NORMATIVE LEGAL ACTS”

  • Conclude the public discussion of the following regulatory acts:

1) Draft Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Resolution of the Cabinet of Ministers of Ukraine dated October 10, 2001 No. 1306 “On traffic rules”;

2) the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Licensing Conditions for the Conduct of Economic Activities for the Production and Repair of Non-Military Firearms and their Ammunition, Cold Weapons, Pneumatic Weapons Caliber Over 4.5 Millimeters and Bullet Flight Speed Over 100 Meters Per second, trade in non-military firearms and their ammunition, cold weapons, pneumatic weapons of caliber over 4.5 millimeters and a bullet flight speed of more than 100 meters per second; production of special equipment, charged with substances of tear and irritant action, personal protection, active defense and their sale”.

  • To extend until July 01, 2020, the public discussion of the following regulatory acts:

1) the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Licensing Conditions for the Conduct of Security Activities”;

2) the draft order of the Ministry of Internal Affairs of Ukraine “On Amendments to the Order of the Ministry of Internal Affairs of Ukraine dated December 07, 2009 No. 515”;

3) the draft resolution of the Cabinet of Ministers of Ukraine “On the implementation of an experimental project on the implementation of distance training, retraining and training of drivers of vehicles by accredited institutions through the educational portal of the Ministry of Internal Affairs using distance learning technologies”;

4) the draft resolution of the Cabinet of Ministers of Ukraine “On the implementation of an experimental project on the implementation of state registration of new cars, buses, motorcycles and mopeds of all types, brands and models, self-propelled vehicles designed on the chassis of cars, trailers and semi-trailers to them, motorbikes, other vehicles equivalent to them with the participation of manufacturers, distributors and authorized dealers who sell them”.

  • Initiate a public discussion of the following regulatory acts:

1) the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Standard Training Program for Training and Retraining of Vehicle Drivers”;

2) the revised draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine”.

THE THIRD ISSUE OF THE AGENDA: “ON THE APPEAL OF THE NGO “ALL-UKRAINIAN CENTER FOR ANTI-CORRUPTION AND ASSISTANCE TO LAW ENFORCEMENT AGENCIES “ANTI-CORRUPTION INITIATIVE”.

LISTENED TO:

Martynenka V. O., Chairman of the Public Council, who provided information about the receipt from the NGO “All-Ukrainian Center for Anti-Corruption and Assistance to Law Enforcement Agencies “Anti-Corruption Initiative” proposals for cooperation of the general population with law enforcement agencies (through the association of parents, student self-government, student self-government, educators).

Kolirchyi P. O. and Fedorko Y. L., members of the Public Council, with the support of the submitted proposals; Cherniavskyi S. S., Vice-Rector of the National Security Service of Ukraine, with information on the activities carried out by the NAVS in this direction.

1) Support the public initiative of the NGO “All-Ukrainian Center for Anti-Corruption and Assistance to Law Enforcement Agencies “Anti-Corruption Initiative” on cooperation of the general population with law enforcement agencies (through associations of parents, student self-government, student self-government, educators).

2) To the members of the Public Council to promote the implementation of the initiative in the regions.

3) To contact the Department of Communications of the Ministry of Internal Affairs of Ukraine to ensure coverage of the results of the implementation of the initiative.

THE FOURTH ISSUE OF THE AGENDA: “DIFFERENT”

1. LISTENED TO:

Nazarenka O. Y., a member of the Public Council, who proposed to initiate before the Ministry of Education and Science of Ukraine the issue of granting the National Academy of Internal Affairs as a scientific object the status of a national heritage.

2. LISTENED TO:

Martynenka V. O., Chairman of the Public Council, who reminded that in accordance with the Anti-Corruption Program of the Ministry of Internal Affairs of Ukraine for the first half of 2020, it was planned to hold a series of round tables on “Determination of corruption risks in the activities of the Ministry of Internal Affairs, ways to prevent and combat corruption in the Ministry of Internal Affairs” and a round table on police activities on water and air support, which did not take place due to the introduction of quarantine, and proposed to transfer them to the second half of 2020.

Put to the vote:

1) To postpone the round tables on “Determination of corruption risks in the activities of the Ministry of Internal Affairs, ways to prevent and combat corruption in the Ministry of Internal Affairs” and the round table on police activities on water and air support to the second half of 2020.

2) Round tables shall be held taking into account the decision on the issue of the first agenda of this meeting.

2) Round tables shall be held taking into account the decision on the issue of the first agenda of this meeting.

3. LISTENED TO:

Martynenka V. O., Chairman of the Public Council, who reminded that the work plan of the Public Council for 2020 determined the public monitoring of service centers of the Ministry of Internal Affairs of Ukraine of a new model. Due to the impossibility of fulfilling this paragraph of the work plan due to the introduction of quarantine in the state, he proposed to implement the planned measures after the lifting of quarantine restrictions in Ukraine.

Put to the vote: Return to the implementation of public monitoring of service centers of the Ministry of Internal Affairs of Ukraine of a new model after the removal of the CMU quarantine restrictions.
