Martynenko V. O., Chairman of the Public Council under the Ministry of Internal Affairs of Ukraine, opened the meeting and put to the vote the draft agenda of the Public Council under the Ministry of Internal Affairs of Ukraine:

1. Discussion of the draft Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on Strengthening Liability for Certain Offenses in the Field of Road Safety” (registration number 2695).

2. Discussion of the draft Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on the Use of Reflective Elements by Pedestrians” (registration number 2694).

Approve the following agenda of the meeting of the Public Council under the Ministry of Internal Affairs of Ukraine:

Before considering the issues of order were:

  • Director of the Department of Communications of the Ministry of Internal Affairs of Ukraine Shevchenko A. V. with information on the current activities of the Ministry of Internal Affairs of Ukraine and a brief description of the draft laws submitted for discussion according to the agenda;
  • Chairman of the Public Council Martynenko V. O. with information on public consultations with the public on the draft Concepts of State Policies on the achievement of the goals of the Ministry of Internal Affairs of Ukraine, defined by the Program of Activities of the Cabinet of Ministers of Ukraine, which took place with the participation of members of the Public Council on February 21, 2020 on the basis of the National Academy of Internal Affairs.

Martynenko V. O., Chairman of the Public Council, proposed to proceed to the consideration of the issues of the agenda, combining the consideration of issues 1-4, since this is a package of NPA projects related to the field of road traffic.

THE FIRST AND FOURTH ISSUE OF THE AGENDA “DISCUSSION OF DRAFT LAWS OF UKRAINE (REGISTRATION NO. 2695, 2694, 2696, 2697)”

LISTENED TO:

Martynenka V. O., Chairman of the Public Council, who provided detailed information on each of the draft laws being discussed, and invited the members of the Public Council to consider, analyze the said drafts in working order and submit their comments and proposals by March 10, 2020, which after generalization should be sent to the relevant Committee Verkhovna Rada of Ukraine.

They put to the vote: Members of the Public Council have until March 10, 2020 to consider and analyze the draft Laws of Ukraine (registration No. 695, 2694, 2696, 2697), and submit their proposals and comments for generalization.

THE FIFTH ITEM ON THE AGENDA: “DISCUSSION OF THE DRAFT LAW OF UKRAINE “ON AMENDMENTS TO THE CRIMINAL CODE OF UKRAINE ON LIABILITY FOR CRIMES COMMITTED BY THE CRIMINAL COMMUNITY” (REGISTRATION NUMBER 2513)”.

LISTENED TO:

Redku S. D., First Deputy Head of the Department for Ensuring the Activities of the Head of the National Police of Ukraine, who provided information on the status of consideration in the Verkhovna Rada of Ukraine of the draft Law of Ukraine “On Amendments to the Criminal Code of Ukraine on Responsibility for Crimes Committed by the Criminal Community” (registration number 2513) and emphasized on the need for the widest possible support of this bill by the public.

THE SIXTH ISSUE OF THE AGENDA: “DISCUSSION OF THE DRAFT LAW OF UKRAINE “ON STRENGTHENING CRIMINAL LIABILITY FOR ILLEGAL POSSESSION OF VEHICLES”.

LISTENED TO:

Martynenka V. O., Chairman of the Public Council, who informed that the draft law “On Strengthening Criminal Liability for Illegal Possession of Vehicles” is under development and is one of the steps in the implementation of the Program of Activities of the Cabinet of Ministers of Ukraine, and acquainted the members of the Council with the proposals provided by the National Police of Ukraine, scientists and experts to take them into account in the draft law.

SEVENTH AGENDA ITEM: “DISCUSSION OF THE DRAFT LAW OF UKRAINE “ON WEAPONS”

LISTENED TO:

Martynenka V. O., Chairman of the Public Council, who informed the members of the Public Council that the draft Laws of Ukraine “On Weapons” (registration No. 1222) and “On the circulation of weapons” (registration No. 1222-1) were withdrawn. On the basis of these draft laws, the working group of the Verkhovna Rada forms one draft law and this is its working name. Representatives of specialized organizations are included in the working group of the Verkhovna Rada on this issue. Martynenko V. O. drew the attention of the representatives of the National Police of Ukraine that the NPU did not submit the candidacy of its representative to the working group, and suggested sending the representative of the NPU to the working group as soon as possible. He recalled that the Public Council, by its decision of November 05, 2019, created an open working group for the elaboration of draft laws on weapons, and that its representatives are also included in the working group of the Verkhovna Rada.

EIGHTH ISSUE OF THE AGENDA: “DIFFERENT”.

1. LISTENED TO:

Martynenka V. O., Chairman of the Public Council, who provided information on the draft resolution of the Cabinet of Ministers of Ukraine developed by the Ministry of Internal Affairs “On Amendments to the Procedure for State Registration (Re-registration), Deregistration of cars, buses, as well as self-propelled vehicles designed on the chassis of cars, motorcycles of all types, makes and models, trailers, semitrailers, motorcycles, other vehicles and mopeds equivalent to them.” The draft resolution was developed in connection with the need to improve the procedure for state registration of vehicles, in particular in terms of preventing alienation of vehicles by persons entered in the Unified Register of Debtors, the possibility of submitting an application and documents necessary for registration of vehicles via the Internet in electronic form, simplification of the procedure for inspecting vehicles during their state registration, re-registration and deregistration, determination of the procedure for re-registration of vehicles belonging to legal entities non-state forms of ownership, as well as vehicles that are contributions of participants to the statutory fund of business companies. The Chairman of the Public Council and proposed to start a public discussion of the draft resolution of the Cabinet of Ministers of Ukraine.

DECIDED:

Start a public discussion of the draft Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Procedure for State Registration (re-registration), deregistration of cars, buses, as well as self-propelled vehicles designed on the chassis of cars, motorcycles of all types, brands and models, trailers, semi-trailers motorcycles, motorcycles, other vehicles and mopeds equivalent to them.”

2. LISTENED TO:

Martynenka V. O., Chairman of the Public Council, who informed that, in accordance with the Anti-Corruption Program of the Ministry of Internal Affairs of Ukraine for March 2020, it is planned to hold a roundtable on March 20, 2020 on the topic “Determination of corruption risks in the activities of the Ministry of Internal Affairs, ways of preventing and countering corruption in the Ministry of Internal Affairs” on the basis of Odessa State University internal affairs. Martynenko V. O. took the initiative to hold at the same time as the round table an on-site meeting of the Public Council, where to familiarize himself with the work of the regional units of the CEV, whose activities are coordinated by the Minister of Internal Affairs, and invited the members of the Public Council to decide on participation in the field trip by March 06, 2020 meeting.

3. LISTENED TO:

Martynenka V. O., Chairman of the Public Council, who reminded that, in accordance with the decision of the Public Council under the Ministry of Internal Affairs of Ukraine dated December 10, 2019, it is planned to prepare and hold a roundtable on the activities and development of the police on the water with the involvement of representatives of the Main Service Center of the Ministry of Internal Affairs, the Ministry of Infrastructure of Ukraine and others interested persons. Martynenka V. O. proposed to hold this round table on March 25, 2020 and called on all members of the council to actively participate in the preparation and holding of the round table.

4. LISTENED TO:

Martynenka V. O., Chairman of the Public Council, who provided information on the activities of the Council of Heads of Public Councils under the executive bodies. He stressed that some organizations are trying to disrupt the planned meetings, and offered to appeal to the National Police of Ukraine with a request to help resolve the issue of ensuring traffic control and law order at meetings of the Council of Heads of Public Councils.
