1. Discussion of the draft Law of Ukraine “On Amendments to the Law of Ukraine “On Road Traffic”.

2. Discussion of the draft Laws of Ukraine “On Weapons” (№ 1222) and “On the circulation of weapons” (№ 1222-1).

3. Regarding cooperation with the Main Service Center of the Ministry of Internal Affairs of Ukraine.

4. About the work of the State Research Expert and Forensic Center of the Ministry of Internal Affairs of Ukraine.

To approve the agenda of the meeting of the Public Council under the Ministry of Internal Affairs of Ukraine:

1. Discussion of the draft Law of Ukraine “On Amendments to the Law of Ukraine “On Road Traffic”.

2. Discussion of the draft Laws of Ukraine “On Weapons” (№ 1222) and “On the circulation of weapons” (№ 1222-1).

Before the start of consideration of the issues of the agenda, Deputy Minister of Internal Affairs of Ukraine Gerashchenko A. YU. He stressed that one of his tasks, as deputy head of the department, is to ensure interaction with the Public Council under the Ministry of Internal Affairs, in particular, to promote the realization by citizens of the constitutional right to participate in the management of public affairs, to implement within the framework of the legislation public control over the activities of the Ministry of Internal Affairs, to promote the consideration of public opinion by the Ministry of Internal Affairs during formation and implementation of state policy. Gerashchenko A. Y. assured that the Ministry is ready to maintain bilateral communication with the Public Council and its initiatives, in particular and first of all, so that the public is aware of all areas of the ministry's activities and that cooperation will be regular. The Deputy Minister noted the importance of the issues included in the agenda of the Public Council meeting.

THE FIRST ITEM ON THE AGENDA: “DISCUSSION OF THE DRAFT LAW OF UKRAINE “ON AMENDMENTS TO THE LAW OF UKRAINE “ON ROAD TRAFFIC”

LISTENED TO:

Smolyaninova Yu. S., Deputy Head of the Main Service Center of the Ministry of Internal Affairs, who briefed those present with the draft amendments prepared by the Ministry to the Law of Ukraine “On Road Traffic” and provided information on the activities of the GSC of the Ministry of Internal Affairs and on the need to conduct public monitoring of the activities of service centers of the Ministry of Internal Affairs of the new model.

3. Recommend to the Main Service Center of the Ministry of Internal Affairs of Ukraine in the period from 25.11.2019 to 02.12.2019 to hold a training seminar-meeting with representatives of the IGC delegated to participate in public monitoring.

2. To provide civil society institutions until 18.11.2019 information about the delegated representatives of the IGC to participate in the working group on monitoring the activities of the service centers of the Ministry of Internal Affairs of the new model.

3. Recommend to the Main Service Center of the Ministry of Internal Affairs of Ukraine in the period from 25.11.2019 to 02.12.2019 to hold a training seminar-meeting with representatives of the IGC delegated to participate in public monitoring.

THE SECOND ITEM ON THE AGENDA: “DISCUSSION OF THE DRAFT LAWS OF UKRAINE “ON WEAPONS” (№ 1222) AND “ON THE CIRCULATION OF WEAPONS” (№ 1222-1)”

LISTENED TO:

Martynenka V. O., who provided information about the work of the working group of the Verkhovna Rada of Ukraine, which includes 27 representatives, including the Chairman of the Public Council under the Ministry of Internal Affairs of Ukraine. Quantitative expansion of the composition of the working group is not envisaged. But for comprehensive discussion and submission of proposals, the draft Laws of Ukraine “On Weapons” (No. 1222) and “On Arms Circulation” (No. 1222-1)” were submitted for discussion by the Public Council.

2. To draw the attention of the Department of Communications to the need for timely submission to the Public Council of draft regulatory legal acts.

3. Recommend to the Main Service Center of the Ministry of Internal Affairs to timely prepare and submit for public discussion the draft Resolution of the Cabinet of Ministers of Ukraine “Improving the mechanism of conducting trade activities in the field of wholesale and retail trade of vehicles and their component parts having identification numbers, ensuring inclusion in electronic a register of complete and reliable information on vehicles that have arrived at the business entities for their further sale”.

LISTENED TO:

P., Head of the Corruption Prevention Department of the Department of Corruption Prevention and Lustration of the Ministry of Internal Affairs, who provided information on the holding of round tables “Determination of corruption risks in the system of the Ministry of Internal Affairs, ways of preventing and combating corruption in the Ministry of Internal Affairs” and using their results for the development of the Anti-Corruption Program of the Ministry of Internal Affairs for 2020-2022 years.
