Ukraine builds relations with NATO on the basis of the 1997 Ukraine-NATO Special Partnership Charter, the 2002 Ukraine-NATO Action Plan, the 2005 Ukraine-NATO document “Deepening Ukraine-NATO Cooperation: Short-term Measures”, which launched the Intensified Dialogue on Ukraine's aspirations to acquire membership and related reforms, as well as within the Euro-Atlantic Partnership Council, which comprises 28 NATO member states and 22 partner countries.
