On refusal to issue licenses for the conduct of security activities

The Ministry of Internal Affairs with applications for the issuance of a license to conduct security activities was applied by the limited liability companies “PROTECTION AIDAR”, “SECURITY COMPANY “LICTOR” “BASKAK” (hereinafter — license applicants). According to the results of consideration of applications and documents submitted by license applicants in accordance with the requirements of the License Conditions for the Conduct of Security Activities, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 960 of November 18, 2015, it is established that the documents relating to the specialist in the organization of security measures do not meet the requirements of paragraph eight part of the first part of Article 1 of the Law of Ukraine “On Security Activities”.

In addition, the application of LLC “PROTECTION AIDAR” does not contain data that must be entered into it, and the medical certificates provided are not documents confirming the passage by a specialist in the organization of protective measures of mandatory preliminary (periodic) psychiatric examination and preventive narcological examination.

It is possible to eliminate these shortcomings by providing documents on a specialist in the organization of security measures, who, in accordance with the requirements of the above-mentioned Law, must be the head of the security entity or his deputy, the head of a branch, another separate structural unit or his deputy, whose official duties include the organization and conduct of security measures, control on the performance of the duties assigned to him by the security personnel, copies of documents confirming the passage by a specialist of the mandatory preliminary (periodic) psychiatric examination and preventive drug examination issued in the prescribed manner, as well as to enter data in the prescribed form in the application for the issuance of a license.

On the basis of paragraph 1 of part 3 of Article 13 of the Law of Ukraine “On Licensing of Business Activities”

I ORDER:

1. Refuse to issue a license to conduct security activities:

limited liability company “SECURITY AIDAR” (identification code 25383999, location: str. Obolonska, 4, m. Kyiv, 04071, — statement dated October 06, 2016 № 243-2016);

limited liability company “SECURITY COMPANY “LICTOR” (identification code 40583317, location: str. Yakira, Bud. 10-A, office 13, m. Kyiv, 04119, — statement dated October 06, 2016 № 244-2016);

limited liability company “BASKAK” (identification code 40814579, location: str. Bukovynska, building 7, office 7, m. Rivne, 33027, — statement dated October 06, 2016 № 245-2016).

2. Department of Communications (Shevchenko A.V.) to ensure the posting of this order on the official website of the Ministry of Internal Affairs for publication.

3. To the Licensing Office (Kamyshanov V.I.) a copy of this decision to send license applicants within a period not exceeding five working days and ensure control over the execution of this order.
