THE ORDER

On refusal to issue licenses for the conduct of security activities

The Municipal Enterprise “MUNICIPAL POLICE” of the Chernihiv City Council (hereinafter — the license applicant) applied to the Ministry of Internal Affairs for the issuance of a license to conduct security activities. According to the results of consideration of the application and documents submitted by the license applicant, it is established that in violation of the requirements of paragraph eight of the first part of Article 1 and paragraph 2 of Article 11 of the Law of Ukraine “On Security Activities”, the specialist in organizing security measures is not the head of the subject of security activity or his deputy, the head of the branch, other of a separate structural unit or its deputy, whose official duties include the organization and conduct of security measures, control over the performance by the security personnel of the duties assigned to it .

At the same time, according to the submitted documents, it is impossible to establish the compliance of the specialist with the qualification requirements specified in paragraphs 6 and 14 of the License Conditions for the Conduct of Security Activities, approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 18, 2015 No. 960.

It is possible to eliminate these shortcomings by providing documents on a specialist in the organization of protection measures that will meet the above requirements of the legislation.

In accordance with the requirements of paragraph 1 of the third article 13 of the Law of Ukraine “On licensing of economic activities”

I ORDER:

1. Refuse to issue a license to conduct security activities to the municipal enterprise “MUNICIPAL POLICE” of the Chernihiv City Council (identification code 41064956, location: Kyivska Street, house 14-A, Chernihiv city, 14005 - application dated April 26, 2017 № 163-2017).

2. The Department of Communications (Shevchenko A.V.) to ensure the posting of this order on the official website of the Ministry of Internal Affairs for the publication of the decision of the working day following the day.

3. The licensing department (Kamyshanov V.I.) to ensure control over the execution of this order.
