THE ORDER

On refusal to issue a license for the conduct of security activities

Limited liability companies “CARNISER UKRAINE”, “SECURITY COMPANY “POLOSATYY KIT”, “SECURITY COMPANY “BLACK PANTHER”, “WALTERS” and individual entrepreneur KOSTRITSKY YURIY PETROVYCH applied to the Ministry of Internal Affairs with applications for the issuance of licenses for the conduct of security activities (hereinafter referred to as licensees). According to the results of consideration of applications and documents submitted by license applicants, violations of the requirements of paragraphs 6 and 14 of the License Conditions for the Conduct of Security Activities, approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 18, 2015 No. 960, regarding a specialist in the organization of security measures, namely his work experience is less than three years, as per positions of the officer staff in the operational and investigative units of internal affairs, the security police, the SBU, as well as in leadership positions (director, deputy director, head of the branch, other detached unit) of the subject of security activities.

In addition, with a higher legal education, the experience of a specialist in the organization of security measures in the specialty is more than three years, but at enterprises that are not subjects of security activities.

It is possible to eliminate these shortcomings by providing documents on a specialist in the organization of protection measures that will meet the above requirements of the legislation.

In accordance with paragraph 1 of part three of Article 13 of the Law of Ukraine “On Licensing of Business Activities”

1. Refuse to issue a license to conduct security activities:

limited liability company “BLACK PANTHER SECURITY COMPANY” (identification code 41856887, location: Arhitektora Nielsen Street, building 60, Mariupol city, Donetsk region, 87515, statement dated February 19, 2018 No. 98-2018);

VALTERS Limited Liability Company (identification code 41786417, location: Soborna street, house 2, office 17, Petropavlivska Borshchahivka village, Kyiv region, 08130, statement dated February 19, 2018 № 99-2018);

individual entrepreneur KOSTRITSKY YURI PETROVICH (identification number 2338101156, location: Odessa Street, house 20, Odessa city, 66000, application dated February 19, 2018 No. 96-2018).

2. Department of Communication (Shevchenko A. B.) to ensure the posting of this order on the official website of the Ministry of Internal Affairs for the publication of the working day following the decision on the day of the decision.

3. Licensing Administration (Kamyshanov V. I.) to ensure control over the execution of this order.
