THE ORDER

On refusal to issue licenses for the conduct of security activities

Limited liability companies “CONGRESS ALPHA”, “FORTRESS PODILLYA”, private enterprises “BEZEMKA — DNIPRO”, “AVANGARD — DNIPRO” and an individual — entrepreneur KHALIKOV BAKHTIYAR ABHTIYAR applied to the Ministry of Internal Affairs with applications for the issuance of a license to conduct security activities DULLAYOVICH (hereinafter - license applicants). According to the results of consideration of applications and documents submitted by license applicants in accordance with the requirements of the License Conditions for the Conduct of Security Activities, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 960 of November 18, 2015, it is established that the documents relating to the specialist in the organization of security measures do not meet the requirements of paragraph eight part of the first article 1 of the Law of Ukraine “On Security Activities”.

In addition, the medical certificates provided by FORTETSIA PODILLYA LLC are not documents confirming the passage by a specialist in the organization of protective measures of mandatory preliminary (periodic) psychiatric examination and preventive narcological examination.

It is possible to eliminate these shortcomings by providing documents on a specialist in the organization of security measures, who, in accordance with the requirements of the above-mentioned Law, must be the head of the security entity or his deputy, the head of a branch, another separate structural unit or his deputy, whose official duties include the organization and conduct of security measures, control on the performance of the duties assigned to him by the security personnel, copies of documents confirming the passage by a specialist of the mandatory preliminary (periodic) psychiatric examination and preventive drug examination issued in the prescribed manner.

On the basis of paragraph 1 of part 3 of Article 13 of the Law of Ukraine “On Licensing of Business Activities”

I ORDER:

1. Refuse to issue a license to conduct security activities:

limited liability company “CONGRESS ALPHA” (identification code 40725856, location: str. Schorsa, bud. 26 A, office 114, Kyiv, 01133, — statement dated October 19, 2016 No. 172—2016);

limited liability company “FORTETSIA PODILLYA” (identification code 40873648, location: str. Chkalova, bud. 60 B, village Slobidka — Kulchyivetska, Kamianets — Podilskyi district, Khmelnytsky region, 32319, — statement of October 19, 2016 № 268—2016);

to the private enterprise “BEZEMKA — DNIPRO” (identification code 40717007, location: str. Berezinskaya, 38, Dnipro city, Dnipropetrovsk region, 49125, — statement dated October 19, 2016 No. 271-2016);

to the private enterprise “AVANGARD — DNIPRO” (identification code 40717384, location: str. Berezinskaya, 38, Dnipro city, Dnipropetrovsk region, 49125, — statement dated October 19, 2016 № 269—2016);

individual — entrepreneur Khalikov Bakhtiyar Abdullayovich (registration number of the taxpayer's registration card and other mandatory payments 2629838754, place of residence: ul. Furmanova, building 11, Dnipro city, Dnipropetrovsk region, 49000, — statement dated October 19, 2016 No. 270—2016).

2. Department of Communications (Shevchenko A.V.) ensure the posting and publication of this order on the official website of the Ministry of Internal Affairs.

3. To the Licensing Office (Chernyshova O.V.) a copy of this decision to send license applicants within a period not exceeding five working days and ensure control over the execution of this order.
