COMPETITION FOR THE SELECTION OF PSYCHOLOGISTS ANNOUNCED
In accordance with the order of the Coordination Center for Legal Aid (hereinafter referred to as the Coordination Center) of May 15, 2023 No. 235-ag “On conducting a competition for the selection of psychologists who can be involved in criminal proceedings involving minors, minors through regional centers for providing free secondary legal assistance” (with the amendments introduced by the order of June 15, 2023 No. 329-ag), the Coordination Center announces the holding from May 15 to August 03, 2023 of a competition for the selection of psychologists who can be involved in the criminal proceedings involving minors, minors through regional centers for the provision of free secondary legal assistance (hereinafter referred to as the competition) in order to include them in the Register of psychologists who may be involved in criminal proceedings involving minors, minors through regional centers for the provision of free of charge secondary legal assistance (hereinafter referred to as the Register).
The competition is held in fulfillment of the order of the Ministry of Justice of Ukraine, the Ministry of Internal Affairs of Ukraine, the Office of the Prosecutor General dated February 07, 2023 № 493/5/67/32 “On the introduction and implementation of a pilot project on the involvement of psychologists in criminal proceedings involving minors, minors through regional centers free secondary legal assistance”, National Strategy for Reforming the Justice System for Children for the period up to 2023, approved by the Order of the Cabinet of Ministers of Ukraine dated December 18, 2018 No. 1027-r, in order to protect the rights of the child, to ensure its best interests and to prevent re-traumatization of a minor, a minor - a participant in criminal proceedings.
The procedure for implementing the pilot project on the involvement of psychologists in criminal proceedings involving minors and minors through regional centers for providing free secondary legal assistance, approved by the order of the Ministry of Justice of Ukraine, the Ministry of Internal Affairs of Ukraine, the Office of the Prosecutor General of Ukraine of 07 February 2023 № 493/5/67/32.
Who can participate
Psychologists who have a higher education in the specialty 053 “Psychology” (bachelor, master), submitted a specified list of documents for participation in the competition and completed training in accordance with the curriculum (within the framework of the basic online course) approved by the Interdepartmental Coordinating Council on Legal Issues can participate in the competition. judge in respect of minors (hereinafter referred to as training), by reference sent by the Coordination Centre within the competition.

Period, place and procedure
The competitive selection will take place between June 15 and August 03, 2023.

The procedure for the selection of psychologists who can be involved in criminal proceedings involving minors and minors through regional centers for the provision of free secondary legal assistance is approved by the order of the Ministry of Justice dated 13.04.2023 No. 1326/5 (hereinafter referred to as the Procedure for the Competition).
The procedure for maintaining the Register of Psychologists who may be involved in criminal proceedings involving minors and minors through regional centers for providing free secondary legal assistance by the Coordination Center for Legal Assistance is approved by the Order of the Ministry of Justice dated 13.04.2023 No. 1326/5.
The availability (completeness) of the submitted documents is checked by the Coordination Center. The competition is conducted by a commission to select psychologists who can be involved in criminal proceedings involving minors and minors through regional centers for the provision of free secondary legal assistance (hereinafter referred to as the commission).

ATTENTION!
Attention should be paid to the quality and completeness of the submitted documents and their compliance with the Competition Procedure:
The psychologist is responsible for the accuracy of the information contained in the documents submitted by the psychologist.
Upon submission of documents for participation in the competition by the psychologist, the psychologist will receive a notification from the Coordination Center about their acceptance for processing (the notification is generated automatically).
After checking the availability (completeness) of the documents sent, the psychologist will be informed about their compliance or non-compliance with the established requirements at the email address indicated by the psychologist.
In case of compliance (completeness) of the documents with the established requirements, the psychologist will receive a notification from the Coordination Center with the appropriate link for training.
In case of receipt of a notification of non-compliance of documents with the established requirements, the psychologist may submit documents again (until the deadline for submission of documents specified in the announcement of the competition has expired).
ATTENTION!
The submitted application for participation in the competition may be rejected if the requirements of the Competition Procedure in terms of the quality and completeness of the submitted documents (their scanned copies) are not complied with.
2. Undergo training
From June 29 to July 09, 2023, study according to the curriculum (within the framework of the basic online course) approved by the Interdepartmental Coordinating Council on Juvenile Justice (hereinafter referred to as training) and perform verification test tasks, the result of which is generated automatically.
The link to the completion of the training and the login data (login and password) will be sent in an e-mail from the Coordination Center to the e-mail address of the psychologist specified in the application for participation in the competition.
Access to training by psychologists is provided by the Coordination Center.
From July 11 to 14, 2023, the relevant commission will consider the documents submitted by psychologists, and will evaluate the results of training by psychologists. This stage takes place without the personal participation of psychologists.
If the commission establishes the fact that the psychologist submits documents containing inaccurate information, the psychologist does not undergo training, he is not allowed to the interview by the decision of the commission.
3. Pass an individual interview
From July 17 to 26, 2023, undergo an individual interview with the relevant commission, during which the commission, taking into account the content of the letter of motivation, will evaluate the psychologist according to the criterion of motivation for involvement in criminal proceedings involving minors and minors.
During the interview, the psychologist must present the original passport of a citizen of Ukraine or other document proving the identity and confirming the citizenship of Ukraine/Special status, or passport document of a foreigner.
The specific date, time and venue will be communicated to each psychologist additionally.
At the request of a psychologist who, for a good reason, cannot (could not) participate in the interview, the commission by its decision may appoint it to be held on another day within the specified period of the competition.
ATTENTION!
By decision of the commission, the interview can be conducted remotely in video conference mode, subject to the availability of technical capabilities. In the case of an interview remotely, the communication channel, the time and date of the start of such an interview are agreed with the psychologist by any available means, including means of telecommunication.
In the case of an interview remotely in video conference mode, the psychologist must present a passport of a citizen of Ukraine or another document certifying the citizenship of Ukraine, a special status in accordance with the Law of Ukraine “On the Unified State Demographic Register and documents confirming the citizenship of Ukraine, identity or its special status” or passport document of a foreigner that allows identification of the person.
4. Results of the competition
Psychologists who will pass the competition will be included in the Register of Psychologists who may be involved in criminal proceedings involving minor minors through regional centers for providing free secondary legal assistance (hereinafter referred to as the Register) in Dnipropetrovsk, Zhytomyr, Ivano-Frankivsk, Kyiv, Lviv, Odessa, Chernihiv regions and in Kyiv city.
By August 15, 2023, the results of the competition will be published on the official website of the Ministry of Justice of Ukraine and the system of providing free legal assistance. Each psychologist can check the availability of information in the section “Register of psychologists who may be involved in criminal proceedings involving minor minors through regional centers for providing free secondary legal assistance.”
