The Verkhovna Rada adopted in the second reading and as a whole draft law 4407 on amendments to the legislation on objects of increased danger (OPN)

With this draft law, we are fulfilling another task under the Association Agreement with the EU, namely to harmonize national legislation with the European Union legislation in the field of OPN security, in particular implementing Directive 2012/18/EU of the European Parliament and of the Council of 4 July 2012. “On the control of major accidents involving dangerous substances” (Seveso III Directive).

The purpose of the proposed changes is to reduce the risk of major accidents at high-risk facilities.

These changes will streamline the procedures for assigning objects to objects of increased danger (identification), as well as reduce administrative pressure on business entities by canceling approvals of the plan for localization and elimination of accidents and transfer of functions to ensure safety and protection of the population outside the objects of increased danger (hereinafter - OPN) to local executive authorities

In addition, the competent authority and its powers to provide information to EU Member States that may be affected by accidents with cross-border consequences at higher-risk enterprises and to receive an emergency alert in the event of an accident at an OPN in other EU Member States will be defined.
