The legislative instrument, which clearly outlined tasks and functions of the internal affairs bodies – the Law of Ukraine “On Militia” - was adopted on 20 December 1990. This date may be considered a starting point in the history of the Ukrainian militia. At that moment began the process of acquiring by the bodies of internal affairs of Ukraine of the features of civilized law enforcement agency. Legal field of internal affairs bodies acquired its modern outline after adoption of the Constitution of Ukraine. Thus the history of the Ukrainian militia is closely linked with the history of our state.
For many years, state and the ministry leaders are working on the improvement of the system of the Ministry of Internal Affairs and bringing it into conformity with the European and international standards. In particular, taking into account the crime risks prognosis the separate units were reorganized, new services were established, as well as multi-purpose system of training for the internal affairs bodies. With the purpose of demilitarization of the system of the Ministry of Internal Affairs of Ukraine the significant number of posts in the ministry and in the local subdivisions was replaced by civilian specialists.
A number of organizational and practical measures, aimed at optimization of the tasks and functions of the militia and bringing it in line with European and world standards was taken.
